President Creates Steering Committee For Faster PermitsPosted on March 27, 2012
President Obama has signed an Executive Order (the Order) establishing an interagency steering committee to reduce delays in federal permitting and review processes. Under the Order, the steering committee must develop a federal permitting and review performance plan covering infrastructure projects in a wide range of sectors, including broadband, electricity transmission, renewable energy, pipelines, and “other such sectors as determined by the Steering Committee.” The steering committee will be composed of the Departments of Defense, Interior, Agriculture, Commerce, Transportation, Energy, Army, and Homeland Security, as well as the Environmental Protection Agency, the Advisory Council on Historic Preservation, and other “such offices or agencies” as the chief performance officer may choose. The agencies must develop their own plans for implementing the federal plan and metrics for evaluating their performance. The Order also instructs the steering committee to create a Federal Infrastructure Projects Dashboard that will list and track the status of “infrastructure projects of national or regional significance.”
