Howard, who joined Bennet & Bennet in 2001, has more than 25 years experience in the cable and video programming industries and has practiced law in the larger telecommunications industry since 1980.  He has represented cable television companies, multichannel video programming providers and local franchising authorities on regulatory and transactional matters.  Howard has worked on numerous proceedings implementing the 1984 and 1992 Cable Acts and the 1996 Telecommunications Act.  He has written and lectured on issues involving video programming delivery over digital subscriber line (DSL) and acquisition of video content.  Howard has extensive experience with matters involving the cable television compulsory copyright licensing scheme established by the 1976 Copyright Act and matters involving local franchise regulation.
